The visit was part of the Rwanda Tax Policy and Tax Administration Improvement Consulting project by the Korean Institute of Public Finance (한국조세재정연구원).

The delegation learned about major domestic tax reform policies and systems and shared information on the current state of digital taxation and smart city facilities in Sejong City. They met with Cheon Heung-bin (천흥빈), Director of Policy Planning, to discuss Sejong's future vision as a leading digital tax city and heard about the current status of digital tax policy.
Afterwards, they visited the City Integrated Information Center (도시통합정보센터) to observe the operation system of urban information management using intelligent city technology. Chae Su-kyung (채수경), head of the Planning and Coordination Office, expressed hope that Sejong City's citizen-centered digital administration services could contribute to Rwanda's development.

She added that the city plans to actively promote advanced examples of smart city and urban construction-related practices overseas, including attracting overseas public officials for training courses, and increase the city's presence on the global stage. With stable relations spanning 56 years, the city will continue to work in partnership with the central government to provide active support for development cooperation projects, she concluded.
